PURPOSE
To regulate the day to day functions of the Reserve Welfare.
OBJECTIVE
To bring about ways and means to assist Reserve Officers and their families in time of crisis by way of support and/or financial help. Assistance to be rendered as follows:-
- To conduct programs and events to raise monies, and to maintain a savings account with a minimum of Two thousand (2,000.00) dollars.
FUNCTION
To regulate, sustain and remain committed in bringing about attainable goals to help its members. Family islands will be governed and operated by these rules,purposes, objectives and functions.
MISSION
The Police Reserve Welfare Committee is committed to the welfare and well being of its members and families. It is mindful of the mandate and function, ever being sensitive and responsive to the needs of its members. The Welfare Committee serves with unity and loyalty, ever mindful to respect the rights of the individual.
WELFARE COMMITTEE The Reserve Welfare Committee comprises of the following persons: President 1st Vice President 2nd Vice President Secretary Assistant Secretary Treasurer Assistant Treasurer Public Relations Officer Members
The function of the Elected Officers are as follows:-
President:
The President is the Official representative and head of the Committee. - Conducts all committee meetings.
Call meetings to order and adjoins them at appropriate times. - Signs approved minutes along with the secretary.
Hold regular meetings and consults with officers to ensure that details are well planned. Signatory to account. Writes committee reports for submission to the Officer in Charge of the Reserves. - To form a visitation committee.
Communicate all information as it relates to sickness, death and concerns of officers.
1st Vice President
2nd Vice President Secretary Records in the Minute Book brief but detailed accounts of the proceedings of general, special and executive meetings. Reads and presents the minutes for approval at the next meeting, notes all corrections, which may be necessary and secures the signature of the presiding officer after acceptance. Keeps for reference purposes at meetings the Minute Book, copies of all correspondence sent out by the group and a copy of the Welfare Mandate. - Maintains a file of Reserve Officers.
Hands over the Minute Book and all other Welfare material to an incoming Secretary following elections or new appointment.
Assistant Secretary - Assists the secretary
- Acts in the absence of the secretary
Treasurer - Receives and deposits all monies.
Opens an account(s) in the name of the committee at the bank, approved by committee officers. - Gives a receipt for all monies received.
- Makes out all check's and pays all bills after authorization.
Keeps a book showing in detail receipts and expenditure of Committee funds. Preserves all vouchers, receipts, bank statements and checks for inspection by officers and committee members. Presents a financial statement every six (6) months at the request of the President. - Signs all check's under the signature of the President.
Keeps a proper record of all reserves as to their monthly dues and payments and to make same available upon request. All withdrawals to be made in check form and approved by the committee. Hands over all documents as promptly as possible to his/her successor.
Assistant Treasurer - Assists the Treasurer
Acts in the Treasurer's absence or when requested to do so by the Treasurer. - Spearhead visitation committee.
Visits reserves, regular officers and family members who are detained or unable to function due to illness and to cause a written communication to be circulated to all formation commanders as to any function and matters of concern.
Public Relations Officer To promote all events and to cause all matters of interest to be communicated to all concerned. To communicate with other Public Relations Officers in The Bahamas and to share with them all matters of interest so that support will be rendered. For all publications and releases to the Press and Police Force Press Officer after Consultation with the Committee and Commandant Police Reserve.
Committee Members General Meetings Quorum At a call, regular meeting or voting situation, five (5) members including either the President, Vice President or Secretary shall constitute a quorum.
Nominations/Elections/Appointments Election of Officers will be by secret ballot and will be held every three (3) years. Nominations to take place three (3) weeks prior to the election date. The Officer-in-Charge Reserves shall be responsible for setting the election date and is empowered to appoint a person to fill an unexpired term of office, which may become vacant. - All prospective/elected officers must be financial.
Resignations An elected member may resign at any time but must serve notice of resignation to the President fourteen (14) days prior to date of resignation. If the President wishes to resign he/she must serve notice to the Committee fourteen (14) days prior the resignation taking effect. Following a resignation, nominations will be taken and elections held within thirty (30) days of resignation.
Loans All request for loans must be in writing. The Committee will decide if a loan is granted or not. The committee's decision is final. The committee will stipulate terms and conditions of repayment.Terms and conditions to be signed by applicant and witnessed by a committee member. Should the applicant default in payment, the President must give notice in writing of their non-payment and and advise that their failure to make payment be reported to the Commandant , who will take the necessary action to recover such funds.
Fund Raising Expenditures All expenditure in excess of fifty (50.00) dollars must be approved by the committee. All expenditure under fifty (50.00) dollars must obtain the agreement of the President, Vice President and Treasurer. - Checks shall be signed by the President and Treasurer, but in the absence of one or the other, the Assistant Treasurer shall be empowered to sign.
All disbursement of the funds must be satisfactorily accounted for and any amount in excess of fifty (50.00) must be paid by check. The Treasurer should have in his/her possession Petty Cash not exceeding fifty (50.00) dollars. All donations by check or cash should be brought to the attention of the committee for recording and then passed on to the Treasurer for deposit.
Community Outreach Program to promote and maintain functions which will enhance membership with the community, namely recreational, sports competition, teamwork and social functions. These events will increase the physical well being, team spirit and moral of the reserve body.
Family IslandsTo be formed All family Island Reserves will elect a committee to oversee their affairs. With respect to fund raising, the chairperson or its members will seek the approval of their Commanding Officer in the absence of a Senior Reserve Officer, Assistant Superintendent or from a Regular Senior Officer in Charge of family Island. All functions and transactions to be copied and forwarded to Head Office for record keeping.
